The Empty Spaces to Homes Toolkit is a free, practical guide for local authorities, charities, community groups and others interested in turning vacant commercial buildings into decent, affordable homes.

Developed by Habitat for Humanity Great Britain with the Empty Spaces to Homes coalition, the toolkit brings together guidance, real project experience, case studies and downloadable resources.

Why it matters

Across Great Britain, an estimated 175,000 commercial buildings stand empty while more than 1.3 million households are on social-housing waiting lists. Reusing suitable buildings can contribute new homes, strengthen town centres and retain the value already embodied in existing places.

What the toolkit covers

  • Understanding local housing need and identifying opportunities
  • Building partnerships and a case for support
  • Funding, business cases and budgeting
  • Planning, legal, design and construction considerations
  • Monitoring impact and sharing lessons
